§ 05-12-010, Title, Purpose, and Scope

The Illinois courts have liberally applied the RLTO when deciding if landlords should be held liable or not.  It should be applied liberally and also interpreted liberally.

 Friedman v. Krupp, 282 Ill. App. 3d 436, 443 (1st Dist. 1996). 

 

The purpose of the RLTO is to protect and promote the public health, safety, and welfare of its citizens and to establish the rights and obligations of landlords and tenants.  It shall be liberally construed.
